Implementation Arrangements

1. The Borrower and the Project Executing Agency shall ensure that the Project is implemented in accordance with the detailed arrangements set forth in the PAM. Any subsequent change to the PAM shall become effective only after approval of such change by the Project Executing Agency and ADB. In the event of any discrepancy between the PAM and this Loan Agreement, the provisions of this Loan Agreement shall prevail.

Action Plan

 2. Within one month of the Effective Date, the Borrower shall cause the EA to prepare a time-bound action plan for the provision of scholarships and trainings designed under this Project.

Eligibility and Selection

3. Within six months of the Effective Date, the Borrower shall cause the EA to submit to ADB for approval the objective and transparent eligibility criteria and selection methodology for the universities and other training institutions that will provide specialized education and training under the Project.

4. The Borrower shall cause the EA ensure that the universities and other training institutions which will provide master's degree program under the Project shall fulfill the following minimum eligibility requirements: (i) a university having a master’s degree (graduate) study program in public sector accounting or public finance management registered at the DGHE; and (ii) such study program being assigned at least a B accreditation or its equivalent from BAN-PT.

5. The Borrower shall cause the EA to ensure that the candidate participants who will undertake study and/or training under Outputs 1(a) and 1(b) are (i) relevant government officers and (ii) selected in accordance with equitable and transparent criteria agreed with ADB.

6. The Borrower shall cause the EA to ensure that for cost efficiency the selected participants attend relevant study, training and/or certification programs at an eligible university and/or training institution (as applicable) located in proximity to such participants' residence.

Gender

7. The Borrower shall cause the EA to ensure that women are represented in the steering committee, and use its best endeavors to ensure that at least 30% of all participants in the activities financed under Outputs 1(a) and 1(b) are female.

Pelaksanaan Pengaturan

Peminjam dan Pelaksana Proyek harus memastikan bahwa Proyek tersebut dilaksanakan sesuai dengan pengaturan rinci ditetapkan dalam PAM. Setiap perubahan selanjutnya akan menjadi efektif setelah mendapat persetujuan dari Badan Pelaksana dan ADB. Dalam hal terdapat perbedaan antara PAM dan Perjanjian Pinjaman, ketentuan Perjanjian Pinjaman yang berlaku.

Rencana Aksi

Dalam waktu satu bulan dari tanggal efektif perjanjian pinjaman ini, Peminjam akan menyiapkan rencana aksi batas waktu untuk penyediaan beasiswa dan pelatihan yang dirancang dalam proyek ini.

Kelayakan dan Seleksi

Dalam waktu enam bulan dari tanggal efektif, Peminjam akan menyerahkan kepada ADB untuk disetujui, kriteria kelayakan yang obyektif dan transparan serta metodologi seleksi untuk universitas dan lembaga pelatihan lainnya yang akan menyediakan pendidikan khusus dan pelatihan.

Peminjam harus memastikan bahwa universitas dan lembaga pelatihan lainnya yang akan menyediakan program gelar master harus memenuhi persyaratan minimal: memiliki gelar master (sarjana) program studi di bidang akuntansi sektor publik atau manajemen keuangan publik yang terdaftar di DIKTI; dan yang ditugaskan setidaknya terakreditasi B atau setara.

Peminjam akan memastikan bahwa calon peserta yang akan melakukan studi dan / atau pelatihan adalah pejabat pemerintah yang relevan dan dipilih sesuai dengan kriteria yang adil dan transparan.

Peminjam akan memastikan bahwa untuk efisiensi biaya, para peserta mengikuti program pelatihan atau sertifikasi pada universitas atau lembaga pelatihan yang letaknya dekat dengan tempat tinggal peserta tersebut.

Jenis kelamin

Peminjam akan memastikan keterwakilan perempuan dalam komite pengarah, dan setidaknya 30% dari seluruh peserta dalam kegiatan adalah perempuan.
